It's not just for security, the site is a little more selective than "anything uploaded gets posted". That said, as one participates more in the skinning community and WC, you can get to the point where your submissions post automatically.

My criteria for judging "fastest" also included how fast the skin was to use. For instance, Alias lost some points with me because its buttons were rather small. That it made it more cumbersome in use.

I would like to add that Paxx created a complete UIS2 skin with scrollbars, etc. for this, but we packaged it for Take Two as a UIS1+ skin to ensure the broadest compatibility.
