It stays the same. You get to double click on starbases to check out the installed modules... planets to see their projects... Also you get the ?? removed from their planets that reveal the influence factor and approval.... I just think there are better ways to spend that money is all.

Once you get high up on espionage (there are several levels, but I dont know exactly what level you need to be in order to start stealing techs) you can steal techs. In a recent game where I was pumping the max amount of money into a player for espionage (well over 200bc per turn), who were also fairly ahead of me in tech, I was getting probably 1 tech every 10-25 turns. Ive yet to encounter a recession. Ive had hyper sensors... boosted speeds... increased production rates... and the booming economy...but never once a recession. I guess Ive just been lucky. However, at the very least all of these events affect every player in the game...not just you... so really a recession just slows the game down... (makes combat much more meaningful

No, the Dreadlords have not shown up on any of my "sandbox games". However, there is a custom scenario that pits everybody against the dreadlords... in essence you -can- play a sandbox game with the DL...but they dont just randomly join your games.

Starbases indeed to have an 8 parsec range.. I counted. (turn the grid on!) That's something you also need to take into account when setting up your economy base infrastructure with production boosting modules.... you want to get as many starbases overlapping the same area so placement is key!

Yes, any race can be any political party... with any bonus picks to your liking. You can change your name... homeworlds name... UI color... ship color... etc etc etc. In fact, at the start of each game the AI players randomly choose a party. In my last 10 or so games, the Drengi have never been the War Party...interestingly enough.
