octavius, it IS a bug. Consider the description, and the "attack assist" works, and the concept of a starbase only interdicting missiles aimed at a ship that already has defenses. It takes doublethink with the threat of rats to decide everything is fine. Also bear in mind that there is no working 'search' function... people can't always find relevant threads.

Since diplomatic relations between majors are public (at least, war/peace), espionage is irrelevant. I concur that announcements of major diplomatic events (war, peace, and alliance) between other races would be a welcome addition to GNN - I might even turn it back on.
I hear people (including Frogboy) say things like, "I was playing a game on Intelligent, and..." However, there's no "Intelligent" setting. Difficulty goes "Normal", "Challenging", "Painful"... with no "Intelligent". Now, the individual races can be set to "Intelligent". But that's a race setting, not a game setting. So I'm wondering.... I think most minors should be able to build colonies, but be unable to research, use, or build range-extending technology. However, having several minors with race descriptions explaining their inability to live on any planet but their homeworld would be nice, as well.
