SC is an online program, so no. However, due to the fairly liberal liscense and lack of copy protections, I'm fairly sure it's fine tocopy the beta onto a disc, and putting it on the laptop.
Doom Rays are cheaper and far better. I'd rather spend my time doing the required research and then having ships that are nice and cheap, yet still doing huge damage. I can get tiny fighters with an attack of 26 and a price less than 200 bc with proper weapons, Psionic just arent worth it.

Get rid of the beta. Beta's are not stable, and will certainly increase problems over the main games. Uninstall the patch, and go back down to 1.0x with SDC. A debug.err will help, so people can analyse your problem, as it is I (and everyone else) can only guess. Your machine is definately powerful enough, it was tested that a windows 98 can run the game. Been since the original build, depends upon background programs I think. If I have large background programs running (like messenger), it'll flash and stutter. If I don't, it's smooth. Ditto to audio.
You have to manually delete them anyway, or they just come back next game. If you're saying that the ship designs pre 1.0x are bugged now, this is a reported problem. Fixed in 1.0x itself, but you're out of luck for now

A PQ+17 with a bonus of about 300+ on a front line is useful, and if it's a core world then you make it very hard for the AI to conquer you, you can move quicker than they can with hige numbers of ships . Steller catography wont tell what's habitable, but you can guess. If habitable planets are normal, odds are at least one will be habitable. On abundant, I'm averaging 4 planets per star, with at least one pq+17 per system (and one lovely pq27)
