Making it less then a full dollar amount is a common buisness practice, aside from ice cream trucks and vending machines, nothing is priced to a full dollar amount anymore. It would be worth it as a launch pint for invasions. For example, by mid-late game, my transports can often carry between 6-8 thousand legions, which is all well and good, but just one or two of them will take out a planets ability to produce more. A planet with 100 billion would be useful for this, as your planets could produce transports, launch them with one legion, them "reload" on the big planet. Either that of forbid trading of a tech unless the previous tech is known. So race A can't give race B LaserII if Race A doesn't have LaserI already. Of course, Race B could give both though. A fun game to play (but very hard) is to try and win a game without fighting anyone, be it offensivly or defensivly. I've only pulled it of once, and had several where I only defended planets (trade routes, diplomacy, and a stout navy are a must, you must make them realize you are worth far more alive then what it would take to conquer you). I have rarely fought a r ace to the death, uness they only had two or three planets going into the fight. They always surrender to someone otherwise.

Research the entertainment branch, and build wonders like Harmony Crystals, Virtual Reality thingys, etc. I also put at least one entertainment thing on each planet, by late game I can run 80% taxes with about 90% approval.

Name one Firaxis game where they offered AI upgrades for free Civ4 in its patches. In addition, they even gave out a lot of the source code (including all of the AI code) to modders. I stand corrected, thank you for pointing that out.
