Though the higher PQ planets are prioritized. low PQ planets are used for research (one factory, rest of the tiles research labs) mid PQ planets are used for military production (1 starport and factories) high PQ planets are used mainly for economy (farms, morale boosts, and markets) Of course, those are just general guidelines, actual gameplay will change it. It would be better if it can be turned off as an option though. Zooming out is a temporary fix, but one shouldn't have to use it if it can easily be turned off.

It really does seem that if they don't get a planet within sensors, they won't send colony ships out, not even blindly. Well that much can be said about the code. AI has demonstrated its inefficiencies as many dare not send out a colony ship until a planet is 'known,' even if all the scouts they build get blown up in the process.<

I don't understand screen capture programs. Just press print-screen and paste the image into ms-paint (if you don't have a better image editing program) and save it somewhere as a JPG file. if the tax rate is 10 points or more behind yours.. wouldn't that means they get a lower tax? high tax means people aren't happy. low tax means people will be happy. Each planet has its own research/manufacturing points. You would need a star port in the manufacturing planet.

if you really have no clue... Go to the diplomacy screen and look at the planet they have. There should only be one, their home planet. Then you can select the "Planet/Ship List" button, click on the foreign tab to display all the planets that does not belong to you. Find the planet, then left click on the planet image.
