I was able to build a constructor and factory with the save. It seems to work fine. The reason that it says never for the factory upgrade and ship is due to your economy. Your spending is simply too low for money to be allocated to that planet. If you go into the screen and look, you will see that only 1 research is being conducted by that planet. Try to get yourself out of date.. and uh, the Terrans are owning that planet with their influence.

neutrality learning center is not implemented yet
it's part of the thing to make the default races unique. If you can make an exact replicate of one of the 9 race with custom race, then there is really no point to them. The downside to having superior tech and some of those hard-wired impossible-to-get bonus is that you don't have choices over what you get. While this race might have this tech, it might have a sensor bonus that you don't like or care for.

I could come up with a well-written list of suggestions and ways that it should have been done, but to be honest, I'm to fracking mad at the developers right now. you set up some fund and some random bad things will happen to the other civilization. Imagine galciv2 combat being: put money into the military slider. Randomly, you might take over a planet by force. I don't see how that would be an essential feature. If it is going to be added, it need its own system and not just a slider.

Corruption happens AT the capital nowadays. The corruption made sense in civ.. but the effect should be reduced once certain techs are researched to enable faster communication (such as radio).

What sucks is the 500 million people seems to be trained into battle-hardened soldiers while on the transport. Jumpgates...if I remember correctly... were not instant transport in the fluff. It took years to travel the gates.. but it was still infinately faster than regular travel. They were also not very energy-efficient. I just figured enlarging a hyperdrive to the size of a stargate should allow near instantaneous travel or something that will give a

For sensor range in racial abilites, change the +1% to +1 pc. This way it will be consistent with Speed and newcomers won't get as confused. Though you should probably have the word parasec somewhere in there like in the description for speed.
