I play lots on a dual core, and some on my old single-cpu desktop, and it happens occasionally on both. What usually works for me is to click the Find button. The game sometimes hangs on one of the player's ships that has moves remaining. Do something with the highlighted vessel (move it, set it to Guard, etc.), and the game should take over again from there. This doesn't work for everyone, but give it a try next time your game freezes.

How many farms are you building? Once a planet's population gets close to 20 billion, you will see tremendous morale drops. Pop levels between 13 and 19 billion can be managed if you have a good morale bonus, a morale mining resource or two, and are willing to sacrifice a few planet tiles for VR centers, but once you top 20 billion, it is almost impossible to keep any kind of morale going on a planet. I'm enjoying playing as the Iconians for the first time in... well, a long time. I noticed tonight that their barter/merchant econ buildings don't replace each other in the "newest" improvements tab - I researched the top level building, and all three still appeared in the improvement choices. Also, they did not replace one another in the build queue - if a barter improvement was building when I researched the first merchant improvement, the planet kept building the barter improvement.

If you're in Yor space, you've run afoul of their super ability. The Super Isolationist ability reduces the speed of enemy ships to three. If it's happening outside of Yor space, then you are experiencing a bug of some kind.

This can happen anytime a planet is spored, I'm not sure why. Playing as the Korath, I have built dozens of foreign spacecraft that were under way in shipyards on planets I have spored. I've built huge-hulled ships like this before I even had the tech to build huge ships. Once, I even spored the Dread Lords' planet and finished building a defender with over 100 attack. It was too slow to use in my fleets, but it did wonders for my military rating once I got it to my Spin Control Center!
Personally, I think it would be cool if the Yor had to choose between building improvements and starships or increasing population (by degrees, with sliders) since they literally build their population, too. That being said, I recognize that having all races in the game subject to morale, taxation, and population restrictions is a factor of game balance - keeping all races on the same playing field. If one race were to play by an entirely different set of rules and were not subject to t
