I've a feeling you may need to work with the economy sliders a bit because it sounds like you are researching very slowly. By time the DL found me in their first campaign mission I had a military starbase up with full assist modules and a couple fleeted fighters with minimal defense. With the starbase assist, those fighters were able to hold their own while I worked up the tech tree. Before long I needed 3 fighters fleeted together and had to rotate

I posted this with my latest B4 bug report. I found I could get the starports to stop building ships by VIEWING the planet, then selecting the BUILD SHIP button on the planet screen. When the list of ships came up I would select NONE and get back to the strategic map normally. That is the only way it worked. Selecting none from the quick build screen would look like it worked, but the ship would still be in the build queue. Interesting n

In a recent game, gigantic map, only 3 other civilizations left, I got bored trying for the influence victory so attacked the Terrans. Wait, it was a bad thing I voted to have it on one of my planets? Only if they break out. I always vote for it because of the 50% production increase for 3 years. Pirates can be fairly destructive, but the bonus is worth the risk, IMHO.

I've seen them in all of two games. First time was at least mid-game and they had a dreadnaught and a couple battleships fleeted up. I think I'm starting to get a hang of this game. My last game I was well on my way to an influence victory, but got bored with how long it was taking and pumped out a few ships for galactic conquest to speed things along. Still, was at the top of production and economy for most of the game with influence 2nd, or 3rd, and never built a fighting ship until I decided to back off the influence victory. Pirates foiled that attempt this game.

Forgot to mention... you can see a string of both Arcean and Terran scouts in the screen capture. Both races sent the scouts early in the game and never moved them. That's 4-5 scouts each sitting idle during a point in the game it is difficult to afford having 4-5 ships doing nothing.
