From my experience, you didn't need for both races to both have alliance tech for Dread Lords. I first noticed that this changed during Dark Avatar beta. You now do need to for both races to have the "alliance" tech to form an alliance. I hope this helps.
I remember seeing something like that before. The last one I got, I made a screen shot and saved it, but when I went back to full screen mode, It was fixed. I don't think you can save this bug.

The only thing that's aggrivating was I didn't even have Planetary Invasion, so it wasn't like I could stop it. Ah well, there's always the next game. In the perfect universe that Stardock imagines where people actually build military starbases, I can see evil shining. I use military starbases. I find them quite useful as they provide attack bonuses to my tiny ships without actually increasing their costs. It only costs me a small amount of bc to improve military starbases. Meh... So long as the limit is greater than 3, I'm fine. I play as Yor, and I use defensive strategies that make use of their super ability that restricts other races ships speed to a max of 3. If this Mega event reduces speeds to 3 or less, I would have problems. It would at that point, nerf my super ability.
The closest you're going to get to choke points is Military starbases, and strategic positioning of your worlds. The area of effect for Military starbases are quite large, they can nearly cover every parsec in a whole sector, and the effects of multiple Military starbases over lapping stack. Have you checked to see if the Dread Lords picked fights with the Pirates!? In a game I played in the DA beta, the pirate event happened just before the Dread Lord event. I was surprised to find out that the Dread Lords and pirates were actually fighting each other. Thats significant because, there would be a chance that any sector that the Dread Lords have moved around in is likely to be clean of pirates, and 'might' provide a safer sector to send your ships to build up your fleets to deal with
There are techs that improve a planets PQ. The class 1s ussually have 5 (sometimes 6) improveable tiles per tech level. The techs are: -Soil enhancement -Habitat improvement -Terraforming
For me, I want to see several of them turned up considerably. The Dread Lords should spawn with some HUGE fleets, rather than just being a free planet. I'd like to see groups like the Jagged Knife be considerably more active once they pop up. In very brief terms, I want mega events to genuinely turn the game on its ear, as I believe they were intended to do. I'm curious as to its max population. Was it 2.5B or much lower? Perhaps. I've had planets like what Feud had myself. When the PQ is upgraded, the game shows the additional tiles, but the game doesn't reconize that the planets PQ has been improved. Its annoying, because the planet doesn't increase the point my population should grow to. Unfortunately the AI doesn't seem to have figured this out, but I trust that'll get
Sadly, the AI always seem to fall short in this category. Not only do they not react, but they also can't build an effective influence starbase. Its really sad when I can spam influence in a galaxy where I set things up in such a way so there would be a fight.
and my power supply already runs hot alot. perhaps I should upgrade that? its already 5 years old I think. would I need a new case to get a bigger power supply? Right now the one I have is a 350W. Try to max out social spending. With 50% production, its very easy to get zero points produced per turn. If that doesn't work, try to buy a few factories to increase possible production.
