I'm a gouger, I work those taxes hard, always at the bottom of the yellow just above the red. First thing I do is set spending at 100% and taxes at 50%. I research Xeno Ethics right away, select neutral, and crank the tax rate to 60%. It sucks to be a citizen in my empire, hehe.
Lots of approaches work in this game so it really depends on what pops your bubble. I mainly go for a starting position that allows me to grab as many planets as I can. Backing another race into a corner is an approach I hadn't considered. Constrain them and then invade them first thing. Great idea. Have to try that sometime.
I found I can pretty much play and win just about any start, however.... When playing military conquest, getting a rough start means your game is going to take longer. You can't really move toward the win until you can start overpowering races. A good start gets you there a lot sooner. It really depends what you're into. If you're into the challenge of coming up from behind and don't mind a long game, take the first hand you're delt. Personally, I go for the good start. I'
I generally wouldn't want to destroy a super project after capturing an enemy planet with one, but it would be nice to be able to decomission it and have it appear back in my list of buildable projects. Of course, if decomissioning resulted in losing it forever, there would be no point.

The last several games I've played, the neutrals are always Terran, Thalan, and Arcean. The goods are always Drath, Altarian, Torian, Iconian. Don't know if game situation has any bearing on that, but it's what I've seen.
The AI does what it does relatively well and pretty much has the appearance of doing what a human player does. I send out scouts right away. So does the AI. I see a nice fat planet and put a colony ship on a B line for it. So does the AI. I don't see a problem.

For people with no internet access, my recommendation would be to get rid of your desktop system and buy a laptop computer. When you need access, head downtown and use the wireless hotspot at your local coffee shop. When I'm on the road, I'm amazed at the internet's accessibility. Internet hotspots are a a dime a dozen now. And, they're usually high speed. I think Stardock should NOT have to consider cases where people have no internet access at all. Well, the fact that we can debate this much about where to put bonus points is a testament to the well balanced nature in which they apply. Kudos to the game designers. I wouldn't say that all the advanced players play as evil. I think Neutral alignment is best. It's unfortunate they nerfed NLC's but the instant planet upgrades and morale bonus are highly beneficial.
When I first read about Dark Avatar, I was thinking I may not be interested. But, the more I read about it, the more interested I get. When I read a full boxed version was going to be available, I thought, "Hmmm, I may have to buy that". A shiney box with "Galactic Civilizations II" printed across it may be too hard to pass up
I'm one of those 28%. The survey didn't ask how many people would buy a game they wouldn't normally be interested in because it *doesn't* have intrusive copy protection. I'm also in that group. GC2 is the first game I've bought in its genre and that was only because I read about the non-intrusive copy protection method it ships with. It worked out great because I'm enjoying GC2 more and for longer than any other game I've purchased in that past. How about that!
Actually, if the past is any indicator, retail can be a little bit cheaper than buying online. The publisher distributes their product with an MSRP, but places like Walmart always discout retail prices by at least 10% or so. Online sales are always at retail. The good thing about about buying online is that Stardock is getting 100% of the gross sale. They only get wholesale for the product when they sell to a retailer.

Hehe, I know a place hotter than Vegas...Phoenix. Beautiful in the Winter and nice most of the year, but in the summer, you can fry an egg on the sidewalk. I was there once in the Summer where it was 126F four days in a row. Going outside felt like a blast furnace. Never seen Vegas get above 115F and I lived there for a while, that's still pretty stinking hot though. In Reno, we rarely see anything above 100F, but it's pretty cold here in the Winter.
I think the way the AI plays the start is pretty much perfect, advantage or not. They need any advantages they get. Removing those would drop the difficulity a couple levels at least. AFAIC, no change is needed.

Yea, toward the end of the game when eveyone has pretty much finished the tech tree, the AI somtimes offeres a trade of Balanced Vision for Concepts of Righteousness or Concepts of Malice. I always take the trade in hopes I'll get one of those goodies, but it doesn't happen. Kooky AI.
