You increase the rate at which an AI civ receives tax revenue you might not like the result. As Stromko stated above it may be what Slowerball intends however, on many games I have played I have had to "catch up" economically in order to compete. You play on a much higher level where the AI gets bonuses in all aspects of play, you will not have that precious
