The download is indeed free. You will need to download the Retail Update: v1.40X . Just download it anywhere and run it. It will update automatically. The update does a lot to the game, too many things to mention but one thing it does is add the mod folder.

Carbon UI is the Black UI. I think that is actually the only modded UI. However, for the DA version of The Hitchhiker's Guide to the Galaxy Mod I hope to mod the UI.

You will also need to update in order to use the mod folder.
Then, how are we to be assured that any xml programmer wont be able to manipulate meta scores? Because the XML files used when playing meta are in the MetaverseData folder and if anyone edits these files it causes a cheat flag.

I've just released version 0.6 to the TBS Modder Mod DB and GalCiv2 library. This version adds DA compatibility and more interesting module names.
No mods, except a few grpahical ones, work with the metaverse, however if a small alteration to the game can be included at some point, I am trying to set up an independent metaverse that works with mods, possibly working with Kryo's AltMeta .
This, among other stuff, is included in the first bit of my DA XML reference guide . It also includes what the tags mean and the possible values for .
Oh, I thought somebody modded Kryo into the game when I read the title. He would make a great space monster, incinerating planets for bad behaviour, or in extreme cases banning an entire race from existence in the universe. Lol, I might make that .

Well, if you have a way to play them, you can use MP3MyMP3 Recorder to record whilst you are playing them.
And make sure you back up the file before editing it.

So is this possible? Whilst you can change the names of the government types and the techs required, the bonuses and the number of governments are hardcoded.
I would imagine they do.
If you stuck, for example, a file called Race00.mp3 (or whatever it is) in the EventMusic folder in the mod folder, it will be used instead. Hope this helps, Macmatt.
To see the effects of a mod, you have to select that mod for use and start a new game. Hope this helps.
Nice ideas, though I fear the government systems are hardcoded. I like the idea of milestones.
