Usually you get this screen when your flagship (or other survey ship) encounters a wormhole anomaly and is transported outside of it's range from your Area of Influence (AOI). There really aren't any critical files under your "My Documents" folders, all the executables are stored elsewhere usually under your "Program Files" directory.

One thing to note about enabling your MV medals is that once you do it you can never undo it. You can create up to 3 characters under your username and you can select any of those three characters' medals to display along with your replies. You can also reset a character which clears out their games and if you do that and select that characters medals to display you will get the cakewalk medal along with any empire medals that character may have (if any).
