@Jonann: I definitely think there was a change in the formula; as before with the Krynn with an 80% morale bonus, I could set my taxes to 59% (or even higher) and maintain 100% morale, now it drops once I get into the 50s; but as for actual maintenance costs and true income levels- i haven't seen anything there as of yet. my only "gripe" so far, is the planetary gov'r; i just haven't been able to use it effectively as of yet and that is kinda sucking.

My early indications suggest one level up from Rare (which is 10% of the galaxy extreme), since most DA/TA games run at about 25-33% Extreme Worlds in my experience. The highest level will give you about 75% extreme planets. Events 'normally' would are fairly low; so Common or Frequent will notice a definite increase in the amount of random events happening in the galaxy.
in DL: Luck gives you better anomaly findings; it used to up your chances of finding a Ranger early too, but I believe that they changed it so that a few game years had to pass first. in DA/TA: Luck at the least creates a minimum roll value on Attack like DethAdder said earler. I believe it also improves your anomaly finds

well creativity doesn't occur on the technology wins (i think only up to and including Discovery Spheres), after that you're on your own.
the Kzinti don't have 'alliances' as such; just prey that they leave to eat on another day. Take it as you will, but if they don't eat youtoday, well that at least gives you a chance to find a nice corner to cower in, hoping that you can escape the Kzinti's hunting skills
Rem, I'm guessing you must be playing the 'normal' mode (vs Metaverse). Next time you start a game, when it gets to the Opponents Selection screen double check to make sure that Relations are set to "Unknown" and not either "Team" or "Ally". In Metaverse games, it is impossible to have relations set that high, but in normal games its possible. That should work for ya :-)

1.) It is a percentage increase to the appropriate ability. Econ, Influence will affect your entire empire. 2.) Ship defenses are between attack cycles; so let's say...single Torian Cruiser with Defense of 100 meets Drengin Fleet of 7 ships. Each ship will have its attack, depleting the Torian defenses, at which point the attack turn will end and the Cruiser will have "full" defenses again. HP regenerates between turns. 5.)

thats kinda cool Seth; I'd be willing to coordinate with you in setting up the mod if thats ok. i do have some suggestions for you though 1) Get a member of the empire to help craft an actual "identity/personality" for you; wihle I don't discount your abilities, someone with 'insider' knowledge will be better able to help create a more 'real' feeling to an empire. For example, KzintiPatriarch could lay out a pretty thorough 'theme' for the kzinti; just like
