I came across them a couple of times, both in DA and TA. They never occured to me as particularly unbalancing. It's a single ship, unlike pirates or peacekeepers. Also, unlike Dreadlords, the other races won't be building more of them anytime soon. And by the time one finally DOES pop up you can usually deal with it. Even if you don't destroy it, you can damage it enough that the AI will withdraw it from the frontline.

"Only Europe". Which ideally means something like a dozen different translations (German, French, Spanish, Italian, Turkish, Polish, Russian, ...) if you want to cover what is usually synchronised e.g. for movies.
The later TA patches completely removed the pre-built ships, as they were ALWAYS inferior to custom designed ships. However, you now can let the AI automatically design ships for you. In the option menu, enable the auto-designer. You can now use the shipyard to tell the AI to focus on certain aspects during design, as it will redesign ships in regular intervalls.
The medals show up only on replies, not on top-level posts. And you have to assign a Metaverse character as your 'default' character.

Well, looks like my adblock filtered out the difficulty icon and ONLY THAT. Other medals showed up... Thing is, I'm using different filters here and at home (the recommended filters for adblock plus) and both blocked exactly that one icon. The Impulse release of Sins is certainly not published by Kalypso. And yes, I've heard of Kalypso before, made the mistake of buying from them before... Never again. Their support email (IF you can find it on the webpage) actually results in a return to sender 'recipient unknown'.
For example the difficulty medal, that currently shows up only as a black box. The racial medal that (IIRC) works based on DL / DA games and neglects TA. Some other mysterious medal that neilo achieved but never appeared.
I just wish they'd fix the MV medals... as was promised for 2.0 or soon after.

AI algorithms. I don't have the exact data at hand, but somewhere is the step between 'dumbed down' algorithms and the full AI capabilities. It may well be the step challenging/tough. In addition, any AI below tough gets penalties to production, research, etc.
The point is moot, their next game is already announced and in development with a beta scheduled for (hopefully) sometime this year.

On tough / intelligent, the AI indeed does not cheat. When you took over the AI, did you look at the economic sliders? That setting may or may not be carried over from your own empire. As for why the AI was so far ahead - without any specifics, it's hard to say what your problem in particular was. ;)
AFAIK all planets look the same on the minimap, so it seems more like the description of the tech is a bit misleading.
So far I really like Fences. It forces me to keep the desktop clean - if I can't put the shortcuts etc. in a meaningful group, they don't belong there. ;) However, one minor complaint concerning the looks of Fences: When setting the fence titles to 'on hover', the icons inside the fence are glued to the top border. This looks really ugly. There should be a noticeable margin, preferably the same as on the left and right sides.
There is a Megaevent that limits all ship speed to 5. Especially annoying in large+ galaxies. ;)
Are you sure that the game can't be compiled to run without XNA studio? I recall several games actually being made with XNA and I was able to play them without having it installed.

Let's start with the fact that Dom3 has dedicated servers, supports Windows, Linux AND MacOS, ... something that Elemental clearly won't. The graphics aren't as good as latest titles, but on the other hand it comes without any DRM and takes up about 400 megs on my hard drive instead of 20 gigs like Sacred2 for example. Saying 'it will be like Dom3 only good' isn't a comparison in any way. You can't honestly try to compare the two games, of which one isn't even in Beta y
The AI in GalCiv seems quite capable of handling user created techs in mods. There, each tech has hidden values (that influence how strongly an AI favour this tech, wants to trade it...) and the rest is analysed at runtime, if I'm not mistaken. And since Stardock has probably learnt a lot about AI coding during GalCiv, I expect the Elemental AI to be top-notch as well.
