Its not a bug, but a feature. And a rather shitty one, there should be some level loss. Scratch at least two levels from the destroyed Titan.

Starbase that is always in the same location uses dedicated supply line not included in your fleet supply, which lists capacity to supply mobile FTL capable forces. But starbase that can move is basically the same as Titan - it requires much more versatile supplying

I also dont like the "friendly wells only" solution. It seems very ad hoc and arbitrary. There are better suggestions in this thread.
Both VR starbase and titan need a nerf. That VR titan frigate eating ability is very OP as it is. The amount of health restored from consuming frigates should only be enough to slow down the damage rate, not actually make it invulnerable.
Yes, there is multiplayer save game option.

Yes they are far more distinct now with each faction being splitted to loyalists and rebels with unique titans, techs and play styles.

Mobilized starbases need to cost 50 fleet supply, and have a period of powering up after the jump during which they are vulnerable and immobile (regeneration, movement, abilities, SC disabled).

Empire at War style cinematic camera. Turn off AI surrender, or at least make an option to disable it. Planetside (surface-to-space) weapons capable of firing into orbit. Will make now underused siege frigates more useful, since destroying all orbital defenses would not be enough to secure the gravity well. Give Ogrov torpedoes hull points, to make it possible to shoot them down mid-flight with fighters and flak (yes, just like bombs in FreeSpace). Since it would effectively nerf them, increase the damage a bit to compensate.
