A similar issue occurred to me when I attempted to trade a non aggression pact to my friends, the Altarians. They literally were willing to give away the farm to get it....lots of techs that they would have required a stiff bargain to get otherwise, all their cash, etc. My power rating was about 50% higher at the time but really. I agree, a balancing issue.
Point 1: Number 10 talks about the AI making friends. One particular aspect I think will make a huge difference at larger game sizes as the number of factions increases. First, that the AI be able with reasonable frequency to form alliances (the higher end of "friends") and that second they are able to coordinate attacks with their allies against a common enemy(s). I am definitely now seeing this issue with a new race. Research extreme and get frozen, aquatic, etc. but not barren. Definitely weird.
One reason could be that you are trying to upload a big file (dmp). Why the message is what it is I don't know, but it happened to me and that seemed to be the issue. But you can either email the dmp file or you can put it in a host service like dropbox and send a link with the ticket.

I have gotten two free "lvl 10" planets. One was lvl 14, the other was lvl 16, and both were in star systems adjacent to my home world. I was actually thinking that maybe the idea was a minimum lvl 10, but evidently not! They should change the language or make the planet always lvl 10. And it should be "nearby", no doubt. Update: Before completing a ticket I decided to try one more test. I started another new game, but this time just clicked "quick start". I then immediately tried to save and then reload the game. No problem! I then went back to several of my save games that had been giving the problem (namely, an attempt to load another game while a game was in progress). B5: If I save a game, then perhaps move a ship without updating the turn marker, then (for who knows what reason, but whatever) when I click load, pick the save I just made, when I click yes on do you want to load screen, I get a CTD. I believe at least once an update wasn't posted until Friday morning. And there is no guarantee that some nasty last minute issue will rear its ugly head and push the update to next week, although I haven't seen that happen yet. Meanwhile I am just cruising the net thinking about ways of building my next computer rather than just buying a prebuilt, so my time is being well spent imo.
The standard work around for large files is to upload them to a hosting site like dropbox and provide a link to it in your ticket. That's what I have been doing and it seems to work ok. At first it seemed like extra work, but now I use it to help keep problem stuff I have created organized in one place, then just upload what I need. Dropbox can also be used to post pictures directly into this forum, so it has additional uses.

I am all for differences between races --- after all, unlike earth based 4x games like civ, we are dealing with all aliens here. Still, as far as weapons go, it seems to me that the physics is going to be the same for all the races. I do careful micro for the first few turns, because it's critical imo. After that for new colonies I remember basic stuff like a factory is 30 points so if I have a new colony that has 13 max production I know the right setting at 100% social is 10 and the rest research to reduce waste.
