The AI did a lot better before it had to deal with starbases (and now titans).
AI is and always will be AI. If you want opponents that aren't silly and suicidal, you have to play online multiplayer against real people.

How exactly do you smurf on Steam other than changing your Steam name? You can do that, but won't your win/loss record remain on your ICO account/key?
What about allowing game hosts to set the timer time or choose from a couple time options?

They'll always be a couple jerkwads out there, but most of the people aren't jerks like that. Are you really going to allow a couple bad apples to kick you off the playground? If you get insulted, grow a pair and insult them back. What are they going to do? Throw a punch over the Internet? The good news is that it looks like Rebellion won't allow for smurfing; you'll be able to see how experienced players are.
Funny thing about the Beta, my custom maps are playable and accessible to it even though I never attempted to install them for the Beta. It's using the same Application Data folder as Diplomacy. Fortunately the user setting files are different.
Does the game really need Corvettes? I'm not sure what role they are supposed to play that isn't already played by other ships or strikecraft. The biggest concern is that they won't be merely harmless to the game, but that they can cause lag.
Don't worry too much about the AI. If having an intelligent opponent is really important to you, you'll play against people in online multiplayer.
I really don't see the need for or purpose of the Corvettes, so I propose removing them from the game because they can contribute to lag. If that reduces the new features of Rebellion too much then I propose adding two more planet types to replace the Corvettes.
The corvettes need to go.
