Let's say we moved Temple of Communion down to T1 for the AL and in its place in T2, give them a 5%/10% allegiance buff. Then make Fury of the Unity add some mitigation in culture lets say. That combined with some balance changes to abilities on capitals (Animosity, Guidance, Clairvoyance, etc) I think would make the AL much better off and on equal footing with the others.

It is pumping out more culture in a given amount of time. Standard culture techs simply increase culture spread rate. I believe the intent of this tech is to reduce the time it takes to reach the .07%/s from 0 by increasing the performance of each individual center.
Maximum allegiance buffs would be nice changes for the AL and if they came early enough would help them out of the gate. Ironically I too have been thinking about Mass Communion acting as a source of income. Unfortunately there is no way to do it via an ability without it being untaxed which would be severely OP and is what has stopped me from doing it in RR.
Checking the data files will bring up all sorts of codenames for things. Calling the Ankylon the Athena is confirmed in the buttons texture file but ATHENA was also on the side of the titan in the original texture when it was first released just as KOL is on the battleship. See here .
It depends on whether or not you play MP. If you play MP, you'll notice them as you become more and more skilled. Balance between units at this point is actually some of the best its been in the history of the game. The Advent are underpowered and the Vasari are overpowered. As I said though, unless you jump into competitive multiplayer, this is pretty much a non-issue.
