In case of StarCraft there is even a tool to announce LAN games to Battle.Net in order to trick StarCraft into thinking it's a LAN only game and thus using a netlag value of 100 ms instead of the default 250 ms over Battle.Net, even though you are still able to play over Battle.Net. iirc WarCraft III uses 350 ms just like Demigod.
Yes, this thing has happened to me too with Inexorable88. It's definitely doable. A few players also did this in Supreme Commander. My advice is to avoid him at all costs and concede in pantheon games within the first 3 minutes.

This is made to provide fluent gameplay.

Well, to be honest, in my opinion such questions should be removed generally. There is no new, interesting or important information we could possibly get from those questions other than "We will look into it (or let GPG look into it)" or "It will be fixed in the next patch".
