Reviews have two ranges - the range of possible scores and the used/effective range. So while 100 point scales have a lot of room to move, they tend to only use the 60-90 range, with a few outliers. While for regular units I would hate to see a plate mail knight who has the stats of a mage, for the sovereigns, and single player, I am okay with a decorative only checkbox. After all, many rulers wore decorative suits of armor that had no practical value out in the field.

I see the Sovereign as a radiation factory, making units near him permanently morphed over time. In game terms, this means that units in the same tile get a small fractional modification - a small boost - each turn. This boost would increase as the Sovereign levels, and would cap at max level at around .05%. My mom always says that you only really need to play the last two minutes of a basketball game. :) I agree with you - we don't want to have a meaningless early-mid game, all because the end of the game is so chaotic that it doesn't matter who was in the lead up until that point. It wouldn't be hard for, say, Blizzard to add an App so people could buy and sell items via their iPhone. Not sure what else you could use it for, though.
The iPad is going to use a version of the iPhone's OS, so it won't be able to run Elemental natively. If bootcamp works with the iPad, you might be able to get it to run, assuming the hardware is strong enough. I wouldn't hold my breath.

The game will definitely be more free flowing. It is hard to say how long the battles will take (I'd imagine an "it varies" is a good saying). Pause anytime, issue orders, but otherwise more RTS-like battles (outside of the turn-based parts). Just because DRM has not been an effective method to stopping piracy does not mean that its purpose is to screw customers over. They can always place the timeline somewhere earlier/later/in between to make it work. It would be nice for them to revisit the universe, perhaps with a different ship/crew/etc, with cameos from the original cast here and there. I very much doubt we will get a new season, but you never know.
The Dell ST2310 is what I have, and it was on sale for about $160 when I purchased it. After tweaking the brightness down a bit, I find its a very comfortable size and viewing area. I often have three plus hour gaming sessions on it without headache/eye strain issues. I recommend watching slickdeals.net regardless, as monitors go on sale a lot.

What are you upgrading from? You can find 22-24" Dell and Samsung monitors on sale regularly for 150-200. Both brands look very impressive and have a clean feel, and work fine for both my photoshop work and gaming. I'd consider going with two of those long before I dropped $500 on such a high end model, unless you're doing very precise professional-end work.
While I am nervous that the economy aspect of the game is going to get crazy complicated, I think enough of us here appreciate a streamlined approach that while it may have a learning curve, it will be approachable. As for the sizing issue - I think the idea is more to shift the focus when you have a gigantic kingdom from micromanaging every single city to managing your relationships with the nobles that serve you, which is a terrific idea.
