I don't find this particularly effective, as once he's healed himself, he's wasted a cooldown that costs 4.25k, as well as his best assist spell. Feel free to destroy him afterwords. Running away when he's just finished it is exactly what he wants. The most important thing, however, is interrupting the heart. Mmm, if you're sick of Regulus, perhaps I could recommend learning UB (spit build = regwrecker, and ooze is always nice at endgame) or Erebus (Whee! Teleport! Just don't mist right next to him unless you like getting hit by mines)? Furthermore, I've done reasonably well against reg with Rook of all people. It's just about getting enough HP to look at him and say, "You know what? Fuck your nukes. *smite*" Oh yeah, and avoid mines. Durr.
Very few good Reguli (Reguluses? Reguli? Damn English.) find difficulty in slipping out for a moment to heart. In fact, if you're doing your job and avoiding damage, it is entirely possible to squeeze a bit out of your heart in combat. I wouldn't particularly recommend it, but it works in a pinch.
