Okay so right now we have: Trade -> Efficiency -> Armor -> Siege -> Thruster -> Supply What if we split them something like this: Rebels: Trade -> Efficiency -> ??? -> Siege -> Thruster ->??? Haven't Battlecruisers already been established as Capital sized ships in Sins? Also correct me if I'm wrong but don't capitals already focus on dealing with other capitals and on using abilities? The strike craft/frigates/cruisers are the workhorses of the fleet. That aside, what you're describing just sounds like a beefed up Heavy Cruiser, with the same tech level even(4/5), I don't see the point.

If you log into steam and set it to save your account details, you can run steam in offline mode, and since Rebellion single player doesn't require internet, you can indeed run the game without being online. As for uninstalling and reinstalling, have you considered investing in a flash drive or other forms of storage for your games? (Also you could skip the beta and just download the full game when it's done, unless you're really deadset on beta testing.)

You can build 8 civic stations without having 50 research subjects completed, or any research, even. Therefore, the 50 tech buildup isn't pointless, it's just a big prerequisite for the victory research.

AIs Novalith pirate bases all the time. It's usually their first and repeated target until the pirates are dead. And yes, minidump, the buildup wouldn't be happening if the pirates weren't succeeding on raids. The AI in Rebellion is utter shit right now, pirates kick their asses and skip back to base happy as can be while the AI sit there jump dancing.

They use the bounty they collect from raids to upgrade themselves, so yeah, kind of. Edit - Oh wait. Hang on. You're playing against the AI in Rebellion. The AI is broken as all hell right now, they make almost no attempt to properly defend themselves, normally Cruel AI (or even Hard or Normal) would never let nearly enough raids succeed against them to get the buildup you're describing.

AI Difficulty has no effect on pirates. Also those are rebels, and that is a blatant problem, there is no problem with pirates accumulating forces from successful raids, though I agree with NHD that they should actually do something with those forces.

The second star is for the Occupy (AKA Artefact Planet) win condition, it only contains one heavily defended planet. The system appears on all maps.
