This is epic (pun not intended). I hope the background document on the Festron becomes regarded as canon, it is so well done. I might suggest, however, that the actual decisions made in the game (what to research, what to build, etc) could be posted here in the forum so that new players could more easily learn from your strategy.

On Colonial Supplies - I agree that Colony (not Core) world approval doesn't matter much in the current game. However, political systems and elections (like GC3) were originally part of the game but were removed during the alpha/beta. Colony approval meant a great deal to the elections, so if they are brought back at some point this order would mean a lot more.

Select the colony you're considering upgrading. You'll see something like this in the lower left corner: Click on the planet icon on the lower right and it will bring up a list of possible upgrades: Mouse over them to see what they do, and if you want

As far as I know, the bonuses from the Economic starbases are percentage increases to manufacturing, research, income, and do not apply to the minerals, tech, etc sent from a colony to its core world. Which is why you can't build an econ starbase if there is no core world in range.

(1) There is a faint circle around the constructor you use to create the starbase. That circle marks the limit of the range. You might have to zoom in to see it. When your constructor gets close enough to a resource or relic a line will appear from the resource/relic to the constructor indicating that the resource/relic is now in range.
