I've observed many of the problems you cite in (1). The only thing I've noticed about your item (2) is that influence is not saved with the saved game but is recalculated over the next few moves after a restore. It was the same in GC1. This can change AI behavior.

I'm an Object Desktop subscriber currently using WB4. I haven't seen anywhere whether current WB4 users have to uninstall WB4 before installing WB5, or can we just install WB5 over WB4?
Not sure whether this is a bug or not, but here goes ... A week ago I was reporting on various UPC oddities, but had to leave town for a week. Now that I'm back I've reloaded my saved game, and have gone through 3 senate election cycles with no UPC events. Aren't they supposed to be more frequent than that? I'm still not sure whether economic starbases actually increase military and social production yet. I built one and enhanced it with Smart Drones but the planet detail windows for the planets in its sphere of influence still show "No starbase bonus".
FWIW, I can now confirm that the problem with loading a saved game changing your party to Industrialist, with elections that you "win" costing you party benefits, is fixed.
Throughout my testing of Beta4b, whenever I researched a new government type I was presented with a popup asking if I wanted to change to the new government. In Beta4c I just managed to research Interstellar Republic, but did not get the popup prompt to change my government type. With the morale of my home planet plummeting to 38%, perhaps the game knew better than I whether to switch or not </f
My second UPC event was the Galactic Prison. This time after voting neither the Korx nor the Yor showed how they voted. Post edited: I see that the history.txt posted above says that the votes and pie charts aren't in yet, so that probably explains what I'm seeing. My apologies for missing that.
On the UPC event I just mentioned, after I had voted, the Korx, who were shown on the left, were shown to have voted for themselves. The Yor, who were shown on the top, had no indication as to how they had cast their vote. The area beneath the number of votes they had stayed blank - where the same area for the Korx showed what their vote was. Don't know if that's a bug, seems likely though.
First UPC event pops up, the vote is on establishing a public center with information about its rulings. The last sentence, "For 2 years this center will grace one of the chosen races... planets" has 3 garbage characters following "races".
Nice job on the Civilization Manager! That list of planets is going to be very useful.
BTW, the Thalian home planet in my new game is class 15. The history.txt posted above led me to believe it would be class 10. Don't know if this is a bug or not.
I uninstalled Beta4b and installed Beta4c. Playing as the Thalians, when I brought up the Starport window to build a ship, I saw a list of ships with names like "1 Korx" and "10 Yor". Unfortunately the Alt-tab bug is not completely fixed, so I lost the game and cannot get a screenshot. When I started another new game the odd ship list was gone, and now I only see the ships I should see. Perhaps on the uninstall saved ship designs didn't get deleted

If you're cutting home planets back to 10 tiles, I hope you're making it easier to manage morale . I've had to build 3 zero-gravity stadiums to keep my morale up, and with 10 tiles that's a big problem.
Picky, pick, picky ... Actually I was thinking the same thing, that a hive mind doesn't have elections, etc. But I don't know if changing it would upset the game balance too much.
Some of us like the icons when you zoom out. I find the zoomed out main map more useful than the mini-map.
Last weekend I finished a game and, got the prompt to post to the metaverse, and successfully posted it. I then reloaded a different game I'd saved and it posted too, although it did so under a different metaverse character name, one that I'd created while having earlier metaverse posting problems. Then yesterday I finished another game, but got no prompt to post to the metaverse. I reloaded from the saved endgamesave, but again it wouldn't post. I can't tell what the difference was. I had
I haven't done it with hotkeys, but I have done it. Just move the ships into the same spot and select them. You'll see a small window where you can select all of the ships and then click on a button to create a fleet. If you get a message telling you all the reasons you can't create a fleet it's likely because you have only one ship selected in the window.
When two constructors arrive at different starbases on the same turn, I get the "Do you want to upgrade this starbase" prompt for the first starbase, then the same prompt for the second starbase, then the upgrade window for the first starbase, then the upgrade window for the second starbase. IMO it would be more natural to get the 1st prompt, then 1st upgrade window, then the 2nd prompt, then the 2nd upgrade window.
In a past game I had created a "Troop Carrier" by adding a troop module to a cargo hull. In my latest game the "Troop Carrier" started showing up in the buildable list even though in this game I haven't yet researched Planetary Invasion, so the troop module shouldn't be available.
