Looking at the specifics of your ticket, what's causing the problem is that something fundamental in your Windows installation is not working correctly, and generally the only way to rectify the situation would be to reinstall Windows. There's not a whole lot Stardock can do for you in that case, because it's not our software that needs fixing. This can sometimes be caused by security/firewall software, or router firewalls. Download speeds through Impulse are typically limited only by your connection's bandwidth.

I'm not sure what you're saying, exactly. Stardock is the company that makes the program Impulse, so I'm not sure what switching is happening. What main support line are you referring to?
