It can't hurt if you reanimate non-combat ships every now and then. They can be very useful and scuttled for resources if you don't want them. It would be pointless if trade -and refinery ships would be reanimated though, but I'm quite sure that isn't the case.

Another reason why limiting ships is because players with less military labs (especially really early in the game) are only able to build one or two types of frigates. If they could only build so many of those, they never get a chance to expand and claim new territory.

I'd rather not have the AI only at higher levels use Superweapons, because i only play against Unfair, Cruel and sometimes Vicious AI's. I would just like to see the AI only use them when reaching a stalemate in the game. Though that is probably too much to ask for. Well at least something needs to be done about excessive superweapon useage...

Regarding the OP: When using fleets, the ships will move back into formation after killing or going after a target. This behavior can be reduced when setting Fleet Cohesion to All Loose. Best is to not use any fleets at all if you don't want your ships to move in certain positions for too long. Though this involves a bit more micro-management.
