Yes, there is a mission type called "Send Envoy" which you can offer to any player in the game. After selecting the player you want to improve your relations with, just keep clicking the mission type button until you see the Send Envoy Mission.
When ordering a group of ships to move the order will display the where all the ships will move to and not just one single arrow. You should just let one ship (the fleet leader) move to the desired position and the rest of the ships will follow automatically.
They do fire, it's just the particle effects that aren't showing up when you zoom out further... Nothing wrong with them.
Pretty much. I would rather describe the Advent Rebels like a zombie horde but Al Quaida is also well thought of lol.

With me the diplomacy system works just fine. Also when I reload previously saved games. Strange bug you got there (assuming it truly is a bug).
Are you sure you are not in Cinematic Mode? Cause that disables most of the icons.
This bug is in the known issues list and the dev's are working on a solution. Please check that thread (the sticky one by Yarlen) before posting!
Since you have paid to be in the beta, you will not have to pay for the final version of the game again. Basically you already paid for that but you just have earlier access to the game while it is still being developed.
I have noticed that the titans still tend to prioritize strike craft as their targets. Thought this was supposed to be fixed by now... [e digicons]:S[/e]
You can turn it off in the options menu I believe. Never use it myself though so can't be too sure...

I'd rather have them make the Discord battleship smaller. Right now it is just ridiculously large compared with other existing capital ships.
Try verifying your Steam cache. This should trigger an automatic update for Rebellion if you don't have version 0.76 yet.
