Well, I notice that to some extent you've gone beyond just fixing the bugs of stock TOA, and are now modding the game to your states (e.g. colonizing minors). There's always the possibility that that's deterring people.

I've never played Metaverse and never will, but as far as the game itself, I still play all three expansions.
No, that was me - the AAR I've been writing is about the first game I played with that mod, and while it needs tweaking (the minor-Yor were crushed, and the fact that I still haven't met the minor-Thalan by 2234 suggests they aren't doing so hot either) the idea is basically workable. But there's no way you're ever going to get a full set of genuine major races in the game.

They remain separate. DA will not have TA's AI problems whether you get it on its own or play it through Ultimate Edition.

What tech speed is this? I don't play that way anyway, but no matter how much you micromanage I just don't see how it's possible to max out the tech tree when taking TA tech inflation into account, at least on the settings I use.

However, I have seen one test game where an AI (the Yor, specifically) researched tech victory despite it being disabled, and after finishing it proceeded to return to research as normal.
Curiously, I have almost never seen the AI build Planetary Defense structures in any version of the game, even though they regularly research it (of course, the tech provides a soldiering bonus just by itself). By way of contrast, as soon as I fixed the issue that was preventing the Arceans from researching Space Cannons, they make regular use of them, as do other civs that get traded the tech.
The more people you have, the more tax-payers you have. So it definitely affects income. Not sure about manufacturing and research.

For the record, you don't need mega events to get pirates - there are a couple of "normal" events that spawn them, and then there are the pirates that pop up when a civilization is eliminated. Of course, none of that had happened yet.
Incidentally, as far as that test game goes, during it I experienced what I can only assume to be a really strange bug, in the form of this unusual plea for help: For the record, I turned them down, but it wasn't something I'd ever seen before.
Note to readers: I have been busy lately (as far as GalCiv 2 goes) with a series of test games. However, I should have a post up by the end of the week.
In my experience, the AI does research Alliances, just not particularly early on. In my most recent test everyone got it eventually.
Update - my test experienced something of a setback when I realized that, as I was "playing" as a minor race, I wouldn't actually be able to trade the AI a Terror Star. I did, however, gift all 8 of them the techs required. Despite playing for three years, none of them built one. So I think we can safely conclude that the AI will not use Terror Stars.
Well, I've seen the AI research Terror Star techs, and I've even seen them focus on it, but I've never seen one actually finish researching all five techs. However, this is at least partially a matter of how long their research times are, so I haven't seen anything thus far that conclusively shows me an AI cannot use Terror Stars. I've read claims that they won't build or use one even if they research all the techs, but I have no evidence for that. So I'm g
So you're confirming that the AI will not use Terror Stars? I'd seen reports of this, but I've never been completely certain as I haven't ever seen any AI finish research on all five techs. It might be a worthwhile experiment to try building one, then giving it to an AI to see what they do with it. In fact, I might try this myself.
