I think that the first Galactic Civilizations might have been released at midnight, but that's the only one. It's better to do it during the day so that if there are problems with the servers, people are awake to deal with it. The game should be available very soon. :)

The slightly longer answer is that research costs have always gone up as you get farther into the tech tree, but it's now back at the levels that it was prior to the change made right before the game went Gold. I didn't want to imply that the penalty was eliminated completely.

The only one that I know about is the one where you can build a starbase to extend your range and then kill the starbase and keep the traderoute, and I haven't decided how to deal with that yet.

One thing to consider would be that if you don't want the tech, you can't really prevent a planet from culture flipping to you. With invasion, you make the decision to invade that planet.

I'm certain that we will continue to tweak the tech costs among other things, but for now we're just setting it back to the way that it was because that's fastest. We still have a bunch of stuff to catch up on, especially support. The biggest problem with introducing multiplayer into GalCiv2 would be that I'd have to re-write significant portions of the engine so that stuff didn't happen instantaneously. In GalCiv2, if you click on a ship and tell it to moves, it moves right away. For multiplyer, it would have to send a message that it was going to move so that it could also move on the other players' computers.

We have fixed the crashes with ALt-Tabbing that do not give you the message Invalid Call. We'll try to get the update up as quickly as possible. Running in a window will get rid of the Invalid Call bug when alt-tabbing, but we need some more time to fix that.
