To see how a standard Logon is to be created and get the basics, open LogonStudio and click on Help and read through the tutorial. You are right about login box being moved down by 80 pixels, because in the logon you've created. the top frame is set to that height. There's another way of tweaking where every object is placed in a logon by editing the script (UIFILE.txt),found in the folder of each logon. Seems to be something wrong with user levels AND classes. Just went to check my own account, and it says that I'm Apprentice and userlevel 5. Doesn't really matter to me though, but it sounds a little better than Citizen.
When you download something from this site that is not working, the first place to look for an answer is in the comments to the skin. This time it's right at the top: "its because the file attribs. are 640x479. Use a image program to resize the bitmap to 640x480 and it will work."
