Just random bad luck. You just have to hope that you have enough influence to make sure it doesn't pass or that another race likes you enough to vote no on it. ~SDC~

The amount of planets you have to manage also depends on the planet abudancy you select. If you don't feel like having as many planets to worry about you can always set their frequency to rare. As far as playing on large+ I like to play those regulary. The amount of time that you can sink into them depends on the planet frequency and how much you're willing to micromanage everything. ~SDC~

Leases are when you rush build an item and pay monthly interest on it. When you sell things to other races for a monthly payment that is called tribute and will show up in your economic information. As far as the amount of payment you can get a item it'll depend on your relations with them and how your alignment compares to theirs. And I believe distance may also be a factor in selling units. ~SDC~

I've noticed that also, the last game I won my population wasn't that great as I had a culture victory before I could absorb any AI planets and get the extra population growth. ~SDC~

The computer does not always get the best spot when you play a game. In the last game I played I had a great starting position allowing me to control almost half the map once I colonized. From what I've seen starting positions are just random with you and the AI both getting a range of good and bad ones. ~SDC~
