They're probably showing up as notepad files because windows has a option that will remember the program used to open a unknown filetype. They'll still work just fine. And you shouldn't have any problem modding stuff as notepad is fine I believe. ~SDC~
There seems to be luck specific events that can happen. When I was in a war with the Drengins, I was a little behind until I got a luck event saying my scientists had found a ranger class ship. Since nobody had battleships at that point, I was easily able to win the war:) ~SDC~
From what I've seen the larger population you have and the closer you are to each victory condition will help give you a higher score. ~SDC~

A good thing to do if you're planning on blowing up planets is give your terror star an escort fleet. Just a few extra ships with it can help you destroy one or two more stars. ~SDC~

Not all top 25 people have to post 3000+ wins on gigantic maps only. Games do add up, so submitting many games with lower scores is still a way to get in the top 25, although playing on tiny or small maps probably isn't a way to get there. ~SDC~
There is no ban on when you can declare war again. If you want to, you can redeclare war right after its voted on. ~SDC~
The only way you can not host the event is to leave the UP before the vote comes up. But be careful, leaving the UP will not allow you to trade with the major powers. ~SDC~
If you are getting 100bc for 1 months, you'll get 100 right away and 100 at the beginning of the next turn. ~SDC~
The problem with limiting starbases to the orbit of a colonized system would be range. Lets say you were playing on a gigantic map. You start out in a corner position and then colonize all the planets there. Now when you try to expand to another position that would normally be out of range of your colony ships you would have to build starbases to get there. However if you limit starbases to a planets orbit, that would effectively isolate you in that corner for the entire game unless you were
You just have to hope that you get lucky and they don't escape. As far as staging defenders goes you'll need powerful ships and they are quite powerful when escaping and have a lot of hp. ~SDC~
There isn't currently any way to persuade a race to break their alliances. When you're trying to convince a AI to go to war and a race doesn't show up on their list, check to see if they're allied or are already at war. ~SDC~

I have the string not found show up where leave is supposed to be, but I haven't had any diplomacy problems. ~SDC~
You can win by: Military Conquest - Happens when you've conquered all 5 of the major races. Cultural Conquest - Happens when you have most of the influence in the galaxy. Tech Victory - When you've researched the final frontier at the end of the tech tree. Alliance Victory - When you're allied with all remaining Major Powers. ~SDC~
The 15% pq is nice and I'd say it gets nicer each map size you move up. As far as it being overpowered, I think having to use 9 ability points seems reasonable. Although it would be nice to see the AI get that trait and colonize level 14 planets. As it is now 14 planets are just sitting their for colonization at my leisure. ~SDC~
You probably don't have revision numbers enabled, you can go to tools > settings and then select show application revisions in the applications part. ~SDC~
You can't control starting positions but you can always hit ctrl + n to load a different map without having to go back to the menu. ~SDC~
