"I think your issue here is how 'honest' scores are WEIGHTED, rather than the different issue of hacked/modded games..." I think these issues are related, though. If not even outright cheating is given much attention, then, I assume, the issue of score weighting appears to be even further down the priority list (namely, not a priority at all). :(

But this is already the case. If I want my scores to count, I can´t play on small maps, can´t play on maps with non-abundant habitable planets, and have to avoid fast victories, because they give me fewer points (less pop, fewer techs).

And anything that in fact encourages and rewards cheating is profoundly redundant. I won´t blame you for making use of this shortcut, because I am sure many do so without admitting it. "Think it's the easy way out? Try it." Popup: I understand that it can be difficult, within the game system, to get everybody to ally with you. But why on Earth should you want to do that? If you don´t control the Galaxy, what kind of win is that? It´s like not playing at all; you end in the same place where you started. Update on my game: Found myself in a very isolated portion of the map. Good for defense, bad for early trading and such. Strongest powers are the Drengins and Torians, and they are close to each other. With their diametrically opposite alignments (Torians Pure Evil/Drengins Pure Good), interesting things are soon bound to happen. Huge/Gigantic: This is very purposefully *not* related to the other things, because I want you to be able to get at least a mid-range score on Small or Tiny. So, yes, some of the other bonuses somewhat benefit the smaller maps, and that´s intentional. To be #1, you would still need to play on Gigantic, but Tiny, in my system, does not totally keep you from getting a reasonable number of pts. Resources: I think they are over-rated.
