Double click on the star that has the transports. Somewhere in the bottom right, you should see some icons for your transports. Double click one of them. Move the slider to raise or lower the number of troops you want on it. Click launch to launch the transport.

Basically you can only use terrorstars either directly against inhabited stars or indirectly against an enemy empire's sector. To use the terror star directly, just most your terror star into a star as if you're attacking another ship. The end result is the star goes boom. Well, just wait until the computer steps up to battle transports. I've seen the DEF on those things as high as 30, so they'll put you in a world of hurt if you dont bring enough hardware against them. Anytime the computer invaded me, it generally had me dead to rights, and I've had several planets fall to them before. So they're not that inept. The problem you have is if the planets PQ quality gets knocked down to say 10 or something like that....the planet is basically screwed since the best you're going to be able to beef it up is to maybe about 13...14 if you're lucky. Your only option at that point is to eat the maintenance tax for the sub-prime colony conditions or jettison the colony.

Best way to defend a starbase (asside from sticking a bunch of +DEF modules on it) is to stick a bunch of high Def ships (pref battlehammers) on it. If you use +ATT ships, pray you have sensors and then attack the ships as they get close
The only people I'd give them away to are the minor civs. My personal feeling is that I want the speed advantage that other majors will not enjoy. This is related to why I'll never trade Trisortium Steel or Diplo Translators. I need those advantages over the AI when I deal with them in the future. So that's where I stand
Your morale essentially goes down the tubes if you go into the red. If you take your balance too far down, sooner or later you're going to have everyone of your planets rebelling against you. That is unless you don't get owned by the AI first.

As a point in my experiment if you observe my last two games, I apparently outscored myself on the same sized map but slightly lower difficulty. I find this kind of odd so I might run a couple experiments. I'll run one more, this time attempting a military conquest, and one more attempting a culture victory to see what happens. These days, the only times I get hit for tribute are 1: If I make a really bad call on a spending decision (ie I collapse my economy because I rushed something I had no business rushing) 2: I start too close to a major (which if I dont switch to a rush for phasers, I'm in trouble) This especially bad on the high levels because they can be... "impatient" 3: Bad start position (ie there's no way I'm going to keep up with AI growth, military bar over takes...culture

My understanding is that you pick up these titles if you're seen as being a positive member in the forums, generally helpful to the newbies and the like. For examples, one of the people in this forum ended up being given the Diplomat title for alot of the things he's done. I hope this makes a little more sense.
Peter hit the nail on the head there. I hit the jackpot once when the "a new planet has formed" issue. This occured on a tiny map, and something like this was HUGE since as we all know, planets are at a premium on that map. I had just enough to pull it out, since everyone was voting for themselves. That extra little edge made the difference for me. SeanB

I pride myself on having a decent reputation, and I dont like being labled as destructive or a troller because while I can tend to be abrasive at times, I do care about this game. The only oscillating warfare I'm aware of (and this is a bit of cheese) is to stack a huge force around a target civlization. They tell you to back off...you ignore them. They declare war. You smash them. You sue for peace and extort them. You leave your ships there, they start another fight...repeat as necessary. Is that osciolating warfare (I already know its cheese)
I will pay the tribute to buy time if I know I'm about to bring a signficant force online. I remember having to do it once or twice. By the time I was expecting a third demand attempt, it never came because my forces came online, and my military was enough to give them pause, do the extortion thing can help you out in a pinch. Not sure about the absurd numbers myself. Maybe I've just got lucky and that the demands they made weren't to egregious. SeanB

First time I've seen this in any game I've been involved with. :-) PS- Dont ever try jogging in Sacramento when its 100+ degrees with an Air Quality near 150.
