I don't remember ever choosing Uncreative in Moo2. I liked picking the "Too ugly to be diplomatic" racial pick though. I find I could do without diplomacy without much problems. That would be quite difficult in Maso Galciv. Actually, I thought of playing Galciv with one or more of these house rules - No diplomacy, No starbases, No military. As I said before, these three areas are the most exploitable. ~SDC~

I've included the count for the first constructor to build the initial starbase, Wombie. If you have an existing starbase, then it would be one less constructor. ~SDC~

You need 6 constructors for one Party Palace and 5 constructors for one Terror Star. AIs will demand cultural starbases from humans if the starbase is built in a sector that they own. However, they will make absolutely no fuss about a Terror Star that is built right next to their systems, even if the TS stays there for a number of turns. Atram, I've looked at your savegame. The reason for your debt is due to a higher monthly expenditure as compared to your income. Once your treasury drops below -500bcs, the economy goes into shutdown mode. This means that all your resources are channelled into cash to restore your treasury above that level. Well, they are still juicy cannon fodder to me, except they came in bigger sizes now. :) Sell them techs and suck them clean or trade for techs. Wait for them to build economic and manufacturing capitals. Then send them a couple of techs and they will charge your enemy, handing you the keys to their juicy systems when they leave. ~SDC~
