Problem is, all the empires would still have recruiting threads over here to attract people over there so it would be just as clutterred.
The 1ip bug is no more. But you can still offer them things like 10 bc's, 1ip on occasion, a tech here and there. I've also noticed just trading tech (rather than giving it away) can improve relations. I generally culture bomb (still a military win when you turn off the other victory conditions) as it's quicker than a military free for all. I save my military playing for tiny and small maps.
