Yep, several complaints about this already, if you read the 1.09 b screenshots thread or the Gal 1.09: Expanded Universe thread you'll notice several comments about it already. At the Fellowship, there is a consensus that the diplomatic viewing of ship locations and ships in orbit under fog of war should be espionage based. Only under advanced espionage would the player be able to see enemy ships through the diplo screen or under the fog of war.

Do you have an imaging software on hand? If you do, be sure to name it before asking for more help. It will allow me to give you direct directions, but this should answer all your questions. Windows 98 doesn't have Imaging for Windows unless they added it in the later service packs. If you still need an imaging software I would suggest LView, get it from CNET: http://download.com.com/3000-2192-10141720.html . In LView you can resize by Image->Resize and then enter all the ratio

If you are using Imaging for Windows, it's under Page->Properties in the Resolution tab (smaller res=smaller image). If you are using anything else, it's either tweeking the resolution or resizing. For JPG both processes do the same thing. That should solve everything I hope! [Message Edited]
