Oops. Didn't see that you already mentioned the two races being wiped out. The positioning of the two minors was probably the worst possible. Cardinoids in the middle kept getting into wars with everyone. Alexians stuck in the corner were easy prey to cultural assimilation. The Cardinoids were on the verge of destruction when I won. I was thinking of giving it a Combat Transport with full population.
What war is being fought? Who is going all out against whom? Where does Gerakkan draw the line - that we all cross? Are all the themes allied?

Hey, Gibbie. What about minors, and date of victory??? I allied with the Arceans shortly after the Yors; Approximate date of event: 2188 I had to watch over everyone constantly, between the years 2188 and 2194, I had 5 or so sensor drones watching over the minors the Yors. They eventually got destroyed and I had to play blind. The Torians really caused a problem for me, and it was them that forced the Dregins out of the game. This was the part that was all luck. I had to guess
In light of this, I think players are dying for their scores to age, and get that 90%/80%/70% penalty. Who would have thought, the more spread out your scores are the better.

Ok, some clarification, here. When I say 'trash', I mean it is not a good idea to even build it. VR Centers at 5 operating cost is not worth it. If I found it on a conquered planet, I would destroy it immediately. The ones that are questionable for building are commented as 'not values'. I think I had one in '85 and several in '87 when I switched over to auto-saving every other turn. I can't be sure of the exact dates. I wrote quite a bit of the AAR after the fact so exact numbers are lost. Looks like I had a few in '92 and '95, but I only lost one turn each time.
