You should try upgrading your OS too, I have WinXP and the only time I ever had a CTD was when I pressed that magical button in the Domestic Policy menu.
I didn't know there was an Excalibur defense module, but I'd imagine it wouldn't be necessary if you have every other defense module installed, unless the AI has some massive starship bonus. IIRC, all of them combined give you a defense rating of about 91.
Sorry for my absence, my internet went bellyup and it took me three days to figure out that the problem was with the cable itself. I'll have a game ready to submit in an hour or two, there's still hope yet.
Yeah, I recommend buying a new one real quick and copying whatever you can from the old one to the new one.

Oh, sorry, just got back from watching Freddy vs Jason. I'll finish my current game now and I *should* be eligible to join.
I agree, I did that once before. I was culturally dominating the galaxy, consuming everyones planets, and I realized that my closest friend and trade partner the Altarians would suffer the same fate eventually even though they were on the other side of the galaxy. So, I built about 25 constructors and sent them over to their home planet and installed every culture influence module there was including ones from mods and installed production enhancing modules. Just that by itself ensured that the

All I really had to do was get my economy out of the gutter and wait as my cultural influence rose to consume everyone else. Which, like MoO the third, will suck terribly and force everyone to move on to a newer, better game :P. But seriously, this logistics idea will have to be hardcoded, or else people will make mods that give thousands of logistics points, completely defeating the entire purpose of having logistics in the first place.
Yeah, they could ask SF for help on that, since they got it to work for DII and it's works beautifully.

Yeah I guess. . . but playing only as humans made me sort of nationalistic in that I played as humans and wanted to crush anyone who was not and became rather attached to being human. The only alien species I would consider playing as would be the Altarians, but only because they look like us.

No I was referring to Space Empires IV, I gave it a try and I think it's awesome. A little bit old, but I LOVE the designing ship aspect. They basically make you the engineer and let you design ships from scratch, and you can put anything into them, tons of different weapon and engine configurations. I spent the first half hour just creating ships for various mission profiles.
