Can you try uninstalling, REBOOTING and then reinstalling as it may be the files were not correctly replaced. The reboot in between is critical. If it continues after that we would like to know what your monitor setup is (positions of monitors, count of them), and what build of Windows 11.

Are you sure you 100% sure you are using 2.74 as thats behaviour from earlier versions of Start11 which was changed a long time ago. You must have enhanced taskbar enabled as the config UI is showing the options to hide buttons which isn't offered without enhanced taskbar.

Do you use anything like TailScale (so VPN like)? What does it say on the message about the connection failure, does it list an IP address it tried? If so is that right? This would typically mean a firewall issue on the primary end.

How sure are you that it is trying to pull in wbload2.dll? wbload.dll would be normal but not wbload2.dll which would only be used by web browsers. It is not possible for us to run an app exclusion before load as thats purely OS level and OS limitations prevent an entirely clean unhook until sign out. EAC just needs to white list wbload.dll (or wbload2.dll apparently in this case?) These files are Stardock signed. Anything installing hooks is liable to hit
