You need to install the latest WindowBlinds version. 11.02 is too old to support the more recent Microsoft changes. 11.05 is current I believe. This is available from your store downloads page.

Firstly I would try using the 4.05 beta thats available in your downloads for both machines. Also what antivirus package are you using as perhaps it is interfering with something. A quick test here between two Win11 boxes (primary current, secondary Win11 canary channel) isn't showing a problem with KVM connections so it doesn't seem to be a global issue. I believe the older style blur has been removed from later versions of Windows so Start11 moved onto using acrylic to ensure consistency. That looks like Start11 isn't providing the taskbar as the taskbar buttons are non equal size. I.e. enhanced taskbar is disabled. In that mode Start11 shouldn't have any interaction with those popups and you should see the same behaviour without Start11 too. I think that might also be an insider release of Windows judging by the size of the lines under the taskbar items?

I do not believe this is a WindowBlinds issue. There is a bug in Windows which can be triggered by unknown circumstances with mixed dpi setups where it incorrectly scales fonts which will resolve after a reboot. I have never seen this reported with WindowBlinds but I have seen the occasional report with Groupy.
What AV package are you using as that could be interfering with Start11 too as the latest version of Start11 used a different signing certificate and it might incorrectly not be trusting it and so silently blocking it.

The no search box is normal. This is due to how Windows handles that as it expects to be at the bottom of the screen,
Is the area where the start menu would show?
Are you clicking on the start button or using the windows key? Also check your menu selection in Start11 settings and on the control page to make sure it is set to show the Start11 menu.
The first thing I would try is disabling the animation option in Start11. This can be found by clicking the configure menu option, then customize menu visual appearance, and then it is an option under Change visual effects on the menu.

Are you sure you didn't perhaps also do something else as having tested that here it is having no impact on Start11 which is what I would have expected as Start11 has no interaction with those keys. If it isn't showing the menu then something is stopping Start11 from starting, is the Stardock Start11 service still enabled?
I must say that we cannot offer any formal support if any Windhawk enhancements are enabled due to how they work. You run the risk of introducing conflicts and excluding the Stardock directories will not help as many of the Stardock apps run in other processes as part of how they work.
