When you change users, does the screen resolution change? Or the number of monitors attached, or the OS scaling factor? It would also be useful to manually save out HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Stardock\Multiplicity2 and subkeys having switched users when it is not working and then again once you have moved the machine on the grid and make it work. I suspect there will be a difference between the values in those which will give us a clue.

Multiplicity is reliant on the network connection remaining reliable. Should it drop then Multiplicity will try to reconnect, but if this is for a prolonged period of time then the connection is lost entirely as it is only designed to handle a brief outage in KVM mode. In Seamless mode it will continue to reconnect in the background having moved you back to the primary, but in KVM mode the loss is somewhat more obvious to the user so handles transient drops only (such as a lost pa

If the network is set to public then the firewall will block all of the Multiplicity ports and Multiplicity will not be able to communicate. This is by design as there are few reasons to be using Multiplicity when not on a trusted network so we only create rules for trusted networks. One possibility is the app is set to block third party DLLs loading into process and has mistakenly set the process to show error prompts when this happens. Microsoft themselves did this once with some of their apps but fixed it eventually.

If startallback is providing taskbar features then Start11 should automatically disable taskbar features to avoid conflict which is what you are seeing. If you disable taskbar features in startallback then Start11 should allow the options in Start11 though as reboot may be required. The order of installation should make no difference.

The issue isn't the WB update, but the Windows update you also installed I think. You need 11.06 of WB, I am unsure why yours is stuck on 11.04. Does the manual check for updates button in the WindowBlinds UI about page offer an update? If not I suggest uninstalling WB, then downloading the latest version from the Stardock website.
