It's slick. The interface is nice, there are many little touches (like the awesome research text), and the game's framrate runs unwaveringly right on my monitor's refresh rate of 60Hz. One thing I found odd had to do with ship upgrading. It works perfectly for the most part, but seems impossible to do individually (not by class) with ships in fleets unless you take them out of the fleet first. This is just a minor thing right right now.

As far as I know: No you can not make more than one ship per turn per planet. It's not needed, really. The ships are supposed to be more Star Trek-like, as in you have less but each is more important. Besides the cosmetics it's not that different in terms of gameplay, though it may be easier to manage. There is no tactical level combat. The tactical combat is too chaotic in my mind, it just ends up being about who has the numbers. It doesn't have the same feeling as other RTSs like C&C Generals. And because that section lacks base building and other normal RTS things, you'd expect that the combat would be more strategic to keep the fights interesting. The rest of the game just feels like it leads up to the tactical combat situations, so it's more than a little problem.

Stores will have it on shelves (if they have stock) as soon as they can put it there. It's shipping before the 21st, if I recall correctly, and that date is simply the day they are allowed to put it on the shelves. It's pretty normal for games to do that.

Nothing short of a demo would let you know that, if your computer acts so oddly (which, I may add, is probably something that could be cured with enough persistance ).
