Hey, are you referring to the crime on your planets from the destabilizer module? Artifacts cannot be countered in terms of blocking them. But their effects can be negated. You could imprison criminal, sign politics and research technologies to combat the rising crime. You will have to do that eventually, even if your opponent does not use the artifact, as crime will passively rise, with more colonies in your empire.

Okey, so the issue is as following: He has been reinstalling his windows multiple times. He then had to reinstall steam along with WB11. He has been using the same account the entire time. But now, he is at his 5th reinstall of WB11, hence his theory is that, he is out of licenses. Above he was told that steam would ask about old licenses, however it does not happen to him. Hey, I suppose you are referring to this one: At the very bottom you can see the planet types were you can build those. Admittedly icons are small and will require time to get used to them. But basically it tells you that this can be built on asteroids, moons, and pirate planets.

Hey, there are many ways culture can be repulsed. TEC Primacy have a technology which gives them culture resistance on all planets. Then there is also a technology which provides with culture resistance if you have military structures. Keep on building culture hubs, and eventually you will see your culture pushing forward

It's a long going discussion, because this feature is meant to help new players to build their starbases properly. Hey, a forum post can only go so far, but I will give a try to provide some Yor advice :) Your being a synthetic race, has to manufacture it's population. On the one hand it allows to bypass the normal growth via food, and also ignore food as a resource. But on the other hand, it may block your planetary construction too much.
