The trouble is that every civilizations rulers belong to the Lawful side of whatever moral alignment they belong to beacause as rulers they are the Law. You cannot be a "Chaotic Evil" leader of a civilization, it's not possible, your role forces you to become Lawful.

Okay they probably mainly just use Organic lifeforms as fuel in their generators. Do the Yor consume organic lifeforms for fuel. Ie do Yor eat and have generators that process organic matter into energy by combining it with oxygen (ie by burning it). I guess if that were true the Yor would have to expel ash (defecate) and produce smoke (breath out), ie Your breath in air, breath out smoke. Isn't that how the stargates worked? Folding the space-time plane so a man-made wormhole could be created. Possibly they should introduce a concept of "nuetral ships" that are governed only by moral alignment. They would be "hirable" and for a number of credits by ships of the correct moral alignment. So for instance with the downfall of the Torians to the Drengin it makes sense that they would naturally align themselves to another good civilization. If a civilization is of identical moral alignment to the ship then hiring nuetrals should be cheap to hire.

Perhaps a concept of fleeing should be introduced, so if a ship has strong defenses but no weapons is attacked by a ship that is slower than it then it should have the ability to escape if it has survived enough rounds. Maybe a weak ship that has no chance of decides it has virtually no chance of defeating it's attacker should flee by default as long as it is faster, armed or unarmed, halving it's attack (as it can only shoot a few shots at it's persuing enemy) but

I think that their should be several paths of interlocking scenarios played in order and allowing players the choice of several alternate story lines. Possibly there should even be alignment bonus story lines, so evil gets X additional scenarios and good gets Y additional story lines. How about going further, and making cultural domination turn civs into sattelites rather than gobbling up their world. Much more realistic. Plus a sattelite/puppet state should take on the moral alignment of it's master and possibly you should be able to protectorate a civ of opposing alignment. In Galciv II if approval rating gets to low on a planet then tiles should gradually fall into anarchy as goverment control breaks down and the citizens riot, anarchy tiles produce nothing and halve the production of neigboring tiles which are forced to divert resources to law enforcement in order to contain the unrest.
