Scouts are twice as fast as LRMs so they can reach the Con. Firgates earlier. You should also try to use the Timed Explosive upgrade on the scouts to kill structures faster. Its also important to place your fleet in a position to retreat

I was wrong. THought Enforced loyalty was a culture stopping upgrade.
Only the TEC starbase upgrade, "Auxiliary Government" prevents the loss of the colony however doesn't prevent the loss of population from a Novalist blast. Not sure if Advent cultural superweapon will bypass this since it fires a culture sapping bomb. The Advent starbase upgrades only increases the loyalty of your colony while pushing back enemy culture but doesn't prevent the loss of the planet from Novalith blasts. The Vasari superweapon, Kosura Cannon, does effect all

Would help if you mention the operating stove and which brand scaucepan you're using. Cookery support usually advise to reheat the stove and place the scaucepan filled with water to check to see if the water is boiling after 4 minutes. Mostly the problem is scaucepan on the wrong burner and the customer is adviced to replace the scauceopan on the correct burner. IF the pan is on the correct burner and the water doesn't boil at 4 minutes, the scaucepan is outdated

Since you never tried it before, I think you rushed to que up ship build orders while neglecting the fact starbases needs time to upgrade to Remote Construction before they start building ships. Other solution is to make sure you're selecting the starbase, not the gravwell, if you want to use the starbase to build ships.
If you can afford it, buy Entrenchment. It adds loads of strategic options with mines, starbases and structure killers.
I think that giving rescource should be more profitable in a war time economy. Right now, the missions are too one-sided towards the player and if the player can grant the same type of missions, it can be exploited easily. How about turning them into treaties? For example, if an empire request/demands 1000 metal, you can give the metal and the recieving empire must pay back the metal plus interest over time.
