The only changes WindowBlinds will make to your desktop is if the skin has a wallpaper included and it is actually set-up to apply with the skin, there are very very few skins like this (maybe like 1 in 500), as far as Fences WindowBlinds will not affect your Fences set-up in any way.

Just a shot in the dark, have you rebooted after making changes, old images may be in memory and need a reboot to change.
Windows animates the progress bar, you control how it is animated by for the block adjust the chunk gap and chunk size under extra settings. Gap at 0 and size at 1 gives a smooth/solid non chunked progress bar.

When skinners have posted screenshots of WindowBlinds they are working on, I have downloaded and applied as wallpaper then hidden my windows taskbar to get a sense of how the skin will look.
Some of it looks like there is no anti aliasing at all, when making your selections should be using anti aliasing and IMO at least 2 pixels of feather. Also looks like you may be doing all work on one layer, if so, each part should be on its own layer.
What OS, what versions of Theme Manager and CursorFX; XP here and cursors show up fine in theme manager.
