Yes, AJ, but its skinning difficulty will be similar to WMP. And we know hardly anybody skins WMP because it's too "difficult". The skinning community consists mainly of artists, not programers, who even the letters HTML are enough to make them run out of the room in panic. So, in short, although it will be so much more cool than Winamp2, Winamp3 probably will have not too many skins for it.
OK, just to be sure I understand, you have downloaded Windows XP, the actual OS, and you wish to get other skins than the 3 Luna ones that come with it, correct? Then you need a software called WindowBlinds XP, but unfortunately it's still in beta and I don't think it's available as a standalone download yet. What is it you want to do exactly? Apply them, or actually extract the files from them? To apply them, you need their respective applications: IconPackager for .ip, and DesktopX for .dxpack. As for .icl, that's just a icon library, all you need is any icon editing software such as Microangelo to name only one. As for extracting the files conteined in the .ip or .dxpack, just rename the extension to .zip and extract as you would a regular zip file.
Oh, and BTW, although I'm generally not in favor of cracks and warez, in XP's particular case I am not opposed to it. Microsoft will never make me cry over a loss of money... boohoo! Anyway, I evaluate to one out of two the chances that if I ever get XP it will be a legal copy...

Personaly I don't thunk I will ever download a skin pack, since I'm sure they will be a huge download and include application skins I have no interest at all for. But Wheer the software is interesting is in hte ability for the users to create their own suites from skins here and there and to apply it in one click. Well, it's actually quite easy. Go to a skin site that has a bunch of sections for all the skinnable software, a site where the theme authors post regularely, such as Deviantart ( http://www.deviantart.com ) or LOS ( http://www.lotsofskins.com ). When you see a skin you like, just click on the author's name and it will give you the list of everything he skinned. Usually (almost always) skins that are part of a suite always have the same name. If it was done on the client side (as Brad suggested, as an implemented feature in a skin browser) then it wouldn't add any load on the server, and it would be equally cool.
